REQUIRED PROFESSIONAL QUALIFICATIONS AND CRITERIA
GENERAL
All the key individual members of the team shall have:
(a) Proven ability to manage projects of similar size and nature to deliver completed quality work on time and within budget
(b) Proven ability to coordinate a multi-disciplinary team on projects of similar size and nature
(c) Proven ability to work cooperatively and effectively with a wide variety of interests/authorities
(d) The Senior and Assistant Resident Engineers and all other key Engineers and Quantity Surveyors must have extensive knowledge and experience in respect of international contract laws as they apply to large scale construction and in particular Roads projects.
(e) Must be fully computer literate and able to utilize computer technology to access data, maintain records, generate reports, etc. and in particular any project specific engineering and construction relevant software. This is particularly applicable to all degree qualified Engineers and Surveyors
(f) Must be fluent in English both written and spoken with an excellent capability in written technical skills as well as oral and written communication skills. This is particularly applicable to all degree qualified Engineers and Surveyors
The design standards and specifications applied to all projects under Roads Affairs control are primarily based on British and North American practices. It is therefore expected that the staff allocated to fill positions designated as Engineer will be fully conversant with and have had practical experience with these standards and specifications

QUALIFICATIONS AND CRITERIA
The specified site and supervision staff shall have the following minimum qualifications and criteria:
Senior Resident Engineer (Roads)
Shall be appropriately qualified: B.Sc. degree in Civil Engineering from an accredited University plus Chartered Engineer or Professional Engineer registration or other similar and well known qualifications and professional organization recognized by Public Works Authority, with a minimum of 15 years of post-graduate experience in site supervision and construction management of major highway projects
The Resident Engineer’s responsibilities will include but not be limited to: monitoring the Contractor’s progress; first stage negotiations regarding claims; extra works; change orders; monitoring workmanship; liaising/coordinating with outside agencies; others on team and contractor; monitoring site safety; monitoring contractor’s quality assurance program; reviewing monthly progress payments; processing “Tracking Over” and “Performance” certificates; etc
Assistant Resident Engineer (Roads)
Must be a B.Sc. degree holder from an internationally recognized university with a minimum of 10 years of post-graduate experience in the construction of major highway projects. Must have extensive knowledge and experience highway design
Assistant Resident Engineer (Structural)
Must be a B.Sc. degree holder from an internationally recognized university with a minimum of 10 years of post-graduate experience in the design and construction of major highway projects with emphasis on reinforced concrete bridges (post-tensioned and pre-stressed) and other structures. Must have extensive knowledge and experience highway design
Electro-mechanical Engineer
Must be a B.Sc. degree holder in Mechanical Engineering from an accredited university, with a minimum of 10 years of post-graduate experience in the construction and supervision of major FW, SW and TSE drainage works, including pumping stations and pressure pipelines. Must have extensive knowledge and experience of electrical design, construction of underground utilities such as the telecommunication networks
Utilities Engineer
Must be a B.Sc. degree in Civil Engineering from an accredited university with a minimum of 10 years of relevant experience in the construction and supervision of Utilities with particular emphasis on area sewerage networks, pressure pipelines and sewerage pumping stations
Electrical Engineer
Must be B.Sc. degree holder in Electrical Engineering from an accredited university with a minimum of 10 years of post-graduate experience in the construction and supervision of electrical LV, ‘MV, HV, EHV networks, including electrical substations. Must have extensive knowledge and experience of electrical design, construction of underground utilities such as the telecommunication networks.
Material Engineer
Must be a B.Sc. degree in Civil Engineering from an accredited university with a minimum of 10 years of relevant experience and qualification in Materials and Quality Control in major highway projects. He must possess the ability to read and enforce working drawings and related specifications
Senior Quantity Surveyor
Must be a B.Sc. degree holder from an accredited internationally recognized institution and university respectively, with a minimum of 10 years experience in dealing with major highway construction projects. Experience in claims/arbitration procedures and methods is a requirement. He must be qualified and charted by a recognized international body approved by the Engineer. Experience in the planning of major projects with particular emphasis on the utilization of computer programs such as Primavera or equally capable program for the planning and tracking of similar projects is a requirement. This person will also provide assistance to the team during negotiations, arbitration, or any other forms of dispute resolution
Quantity Surveyor
Must be a B.Sc. degree holder from an accredited internationally recognized institution and university respectively, with a minimum of ten 10 years of relevant experience and qualifications in major highway projects. He must possess the ability to read and enforce working drawings and related specifications
Planning and Schedule Engineer
Must be a B.Sc. degree holder from an accredited internationally recognized institution and university respectively with a minimum of 10 years of relevant experience and qualifications in major highway projects including thorough demonstrated knowledge of the Primavera Suite of programs
Senior Highway Surveyor
Must be a B.Sc. degree in Surveying Engineering from an accredited university with a minimum of 10 years relevant experience in major highway projects. Relevant technical qualification is a must. He must possess the ability to utilize modern survey equipment.
Highway Surveyor
With a minimum of 7 years relevant experience in major highway projects with emphasis on field surveying and ability to keep surveying notes. Relevant technical qualification is a must. He must possess the ability to utilize modern survey equipment. Computer literacy and excellent communication skills is is essential
Highway Inspector
With a minimum of 7 years relevant experience in major highway projects. Relevant technical qualification is a must. He must possess the ability to read working drawings and related specifications, and capable of enforcing such specifications. Computer literacy and excellent communication skill is essential
Structural Inspector
With a minimum of 7 years relevant experience in structural inspection of all highway related structural elements including interchange structures, retaining walls, and associated works. Relevant technical qualification is a must. He must possess the ability to read and execute complex st details. Computer literacy and excellent communication skill is essential.
Material Inspector
With a minimum of 7 years relevant experience in laboratory materials testing including field inspection of samples and materials. Familiarity with all asphalt, concrete and soil materials used in highway and bridge construction. Relevant technical qualification is a must. He must possess the ability to read working drawings and related specifications. Computer literacy and excellent communication skill is essential
Electrical Inspector
Shall have relevant-technical qualification (Degree or similar) in electrical works from a reputable institution with a minimum of 7 years of experience in major highway projects. He must possess the ability to read and enforce the working drawings and related specifications. Excellent communication skill is essential
Utilities Inspector
With a minimum of 7 years of experience in major infrastructure projects. Familiarity with utilities, drainage and electro-mechanical works. Relevant technical qualification is a must. He must possess the ability to read working drawings and related specifications. Computer literacy and excellent communication skill is essential
Drainage Inspector
With a minimum of 7 years relevant experience in the inspection of major FW, SW and TSE drainage works, including pumping stations. Familiarity with drainage design, computer literacy and excellent communication skill is essential
